1890, Franz Josef 15 Kreuzer mit sauberem Sonderstempel "WELTPOST-CONGRESS WIEN 2 6 91" auf Delegiertenumschlag, als Einschreiben mit Sonder-R-Zettel "Weltpost- Congress Wien/No 118" nach München, mit Ankunftsstempel. Eine große Seltenheit in schöne Erhaltung; PROFI hat nur 2 weitere Einschreiben von diesem Postkongress registriert.

Der Postkongress fand vom 20. Mai bis 4. Juli 1891 statt; es sind kaum ein Dutzend gebrauchter Delegiertenumschläge bekannt.
